This is going to be brief until I have the time and muse to re-write it to be more in depth.
• Since the beginning, shifters and witches have shared a close bond. They have aided each other uniquely, as witches are the only beings that are able to communicate with shifters while they are in animal forms.
• During the years a separatist group broke off from the shapeshifters, forming their own belief system in that the wolf is the supreme animal. They called themselves Lupes, and began living their lives as wolves and vary rarely morphed into human form.
• Vampires saw the potential in these intelligent wolves and started to employ them to be guards for their sleeping daytime hours when the vampires were at their weakest.
• Over many generations, the Lupes lost the ability to morph into other creatures. They were no longer pure shapeshifters, they have evolved into something different. A change in vampire relations caused the sudden enslavement of all Lupes.
• Enraged Lupes became frustrated and vengeful at their shapeshifter cousins for not coming to their rescue to free them from slavery.
• A bad deal between a vampire and a witch ended up with the witch dead. The circle of which the deceased witch belonged to tried to take revenge on their fallen brother. The circle of witches were destroyed. Because of this, all the witches ceased communication and business with vampires.
• Alaunus amulets became quite the coveted commodity and stressed vampires wanting to walk in daylight set forth their Lupe slaves on the witch communities. The shapeshifters reacted by fighting the Lupes in trying to protect their witch friends. Lupes called this day the Blood Betrayal and vowed that they would destroy the "impure and confused whelps of a rabid cur." Both sides came out of the battle with an immense amount of casualties, and uncertainty to who actually "won" that battle.
• Lupes broke free of their enslavement by gradually collecting every Alaunus amulet they could find and attacked in the daylight. War broke out between vampires and Lupes.
• Lupes try to gain aid in their war against the vampires but the shapeshifters refuse to help. This causes Lupes to hold true to their vow and began their vendetta against their cousins.
• The witches come to the aid of their friends and gather together to focus their energy. Their efforts worked and resulted in forever cursing the Lupe race. The Lupes found that they could no longer morph into wolves at will. A month later, they discovered that the full moon's light forced them to change into wolves and then turn human-like once again until the next full moon.
• Witches still refuse to enchant more day-walking amulets for the vampires. The vampires declare war on the witches and in second, the shapeshifters.
• The infuriated Lupes no longer called themselves Lupes, they adopted the name the human population started calling them, "werewolf." Still not able to control their morphs, they bite their tongue and seek a treaty between them and the vampires so they can merge to better destroy their common enemy. The vampires agree and call their new alliance The Pact.
• The eldest werewolves discover that over time and concentration they can resist the pull to change during a full moon, and soon after relearn how to change into wolves at will. They also discover they can stop morph and the half point and called this half-wolf half-human shape the half-phase. • Modern day. The leaders of the Kindred, the alliance between the shifters and witches, decide to move to new scenery. The city of Westgate fit all their needs. The Pact followed right behind them.
